For purposes of this document, the identified events are intended to provide a substantive list of terrorist activity throughout the U.S. since September 2001. Due to limitations or restrictions to certain information and related details, the listing is not intended to represent an exhaustive list of terrorist events. Identified terrorist activity generally reflects publically known criminal efforts, both executed and foiled, to use violence and/or intimidation to influence public policy.

The list of identified events is based on APCI research utilizing (1) established news sources, (2) the University of Maryland's Global Terrorism Database, and (3) the Heritage Foundation's reports on foiled attempts since 2001.
