General Counsel and Corporate Secretary

Claire Howard is the senior vice president, corporate secretary and general counsel for APCIA. She leads the division within APCIA that provides legal support for APCIA's strategic advocacy and policy goals through judicial advocacy. The Legal Division is also responsible for political law compliance and counseling APCIA management regarding a wide-variety of administrative and business transactions.

Howard served as Acting General Counsel and Corporate Secretary for APCIA's predecessor (PCI) from April to September of 2018 and as Assistant Vice President, Corporate Counsel from December 2012 to April of 2018. As In-house counsel, she was responsible for advising internal clients regarding antitrust risk, campaign finance compliance, gift and lobbying law, contract law, employment law, and general not-for-profit corporate law issues. She provided drafting, negotiation, analytical, and implementation counsel around a wide variety of public policy and business issues.

Previously, Howard spent 7 years as CEO of United Methodist Insurance (UMI), where she managed a non-profit, captive insurance company for the denomination. Earlier endeavors included serving as General Council on Finance and Administration for the United Methodist Church, as General Counsel for a publicly traded, specialty transportation company and as a partner in the Jackson, Mississippi litigation firm of Thomas, Price, Alston, Jones and Davis.

Howard received her BA from Millsaps College, her Master of Public Administration from Florida State University and her JD from Mississippi College School of Law. Howard is a member of the Illinois and Mississippi State Bar Associations.
