Paul Blume is senior vice president, state government relations for the American Property Casualty Insurance Association (APCIA). In his present position, Blume leads APCIA's regional state government relations operations and advances key advocacy issues. He held the same title with the Property Casualty Insurers Association of America (PCI) prior to its merger with the American Insurance Association (AIA) on January 1, 2019.

Prior to joining PCI, Blume served for almost six years as assistant general counsel for AIG with responsibility for government relations in several Midwest states. His other responsibilities included working with government leaders within the region, coalition partners, producers, business community allies, and others to address issues of importance to AIG's business units and profit centers.

Blume also worked for a national property casualty trade association for almost 11 years where he served as regional vice president for the Midwest. While he was with this association, Blume successfully worked on workers compensation reform, tort reform, UM/UIM reform, automobile insurance reform, commercial lines regulatory reform and other property and casualty issues in over 15 states in the Midwest and in the Mid-Atlantic region of the country.

Additionally, Blume was a vice president of government affairs for Zurich American and Prudential. Earlier in his career, Blume practiced government relations and insurance regulatory law with Lord, Bissell & Brook in Chicago.
